  1A: CCRC Update
This presentation will discuss how the California Department of Social Services (CDSS) and the California Department of Public Health (CDPH) envision changes to CCRC emergency preparedness and response, particularly learning from the devasting wildfires in LA County earlier this year. In addition, this session will include an engaging discussion on CCRC innovative models of care, including person-centered care that allows older adults to remain in independent or assisted living settings as long as possible and how the CDSS and CDPH are supporting those efforts.

Mandi Posner serves as Deputy Director of the Center for Health Care Quality at the California Department of Public Health, where she directs federal and state oversight activities for licensed healthcare facilities across California. She oversees Field Operations, which includes state-wide district offices conducting licensing surveys, federal recertifications, and complaint investigations in long-term care and non-long-term care settings. With more than nine years of combined operations and regulatory leadership experience, Mandi specializes in performance improvement, emergency response integration, and regulatory enforcement. She also represents California in national regulatory networks, leads multiagency efforts on fraud and quality oversight, and is actively engaged in workforce development to strengthen regulatory infrastructure statewide.
Chelsea Driscoll, Chief of Public Policy & Prevention, Center for Health Care Quality, CDPH
Chelsea Driscoll is Chief over the Public Policy & Prevention Division within the Center for Health Care Quality (CHCQ). She has served in various positions within the CHCQ beginning in 2010. Prior to joining CHCQ, Chelsea worked at the Department of Social Services in various roles including program policy development, government and legislative affairs and development of the local assistance budget. She has over 20 years of experience in legislative and public policy development in a variety of policy areas including health care, social services and public safety.
Heather Chamizo, Chief of Field Operations, North Division, Center for Health Care Quality, CDPH
Heather Chamizo is Chief over the Field Operations North Division, leading the charge for nurses and support teams in the upper half of the state. Heather demonstrates a willingness to roll up her sleeves and get things done. Her style is action-oriented, but with an easy going approach. Heather also leads CDPH’s professional consultant teams including pharmacists, physicians, nutritionists, and medical record specialists.
Shelly Grace, Assistant Branch Chief (Field Support), Community Care Licensing Division - Adult & Senior Care Program, CDSS
Shelly Grace has worked for the State of California for over 25 years. She started her State career in the Department of Developmental Services, serving at two State Developmental Centers with diverse Regional Center served populations. Shelly has been with the Department of Social Services in the Community Care Licensing division for 11 years and has vast experience in CCLD as a Licensing Program Analyst, Licensing Program Manager as well as a Regional Manager. Shelly now oversees the Field Support Program which includes the Centralized Application Bureau, Program Clinical Consultants, Field Support Unit and the Continuing Care Contracts Bureau.
Alycia Rayner, Assistant Branch Chief, Community Care Licensing Division - Adult & Senior Care Program, CDSS
Alycia Rayner is a senior leader at the California Department of Social Services (DSS) with over 18 years of experience in social services, policy development, and regulatory compliance. She currently serves as Regional Manager/Bureau Chief for Community Care Licensing, overseeing adult and senior care facilities across 17 northern California counties. Her role includes enforcing state regulations, managing legal issues, and leading crisis response. Previously, Alycia managed policy for the CalWORKs Eligibility Bureau, supervising analysts and coordinating legislative and regulatory initiatives. Her career also includes roles as a Human Services Specialist for Sacramento County and program leadership positions at Planned Parenthood, where she managed grants and health education programs.
(Moderator) Deborah Herbert, CEO, Monte Vista Grove Homes
Deborah Herbert is the Chief Executive Officer at Monte Vista Grove Homes (MVGH), a nonprofit senior living community in Pasadena, CA, offering independent living, assisted living, memory care, and skilled nursing. Debbie has been with MVGH for many years and has emphasized resilience, especially during difficult times, such as the COVID-19 pandemic. She describes the community’s staff as having “a calling of the highest form,” noting low turnover and long average tenure compared to the industry.
  1B: Housing Policy
This presentation will provide an overview of major events in the state and federal housing policy landscape over the last year, as well as a look ahead to what changes may happen in the coming year.

Marina Wiant, Executive Director, CDLAC and CTCAC
Marina Wiant is Executive Director of the California Debt Limit Allocation Committee (CDLAC) and the California Tax Credit Allocation Committee (CTCAC) and has served in these positions since January 2024. CTCAC administers the federal and state Low-Income Housing Tax Credit programs in California, which promote private investment in the construction of affordable rental housing for low-income Californians. CDLAC sets California annual debt ceiling and allocates tax-exempt bond issuance to private projects that have a qualified public benefit, including rental housing, solid waste disposal and recycling facilities, and industrial development projects. Prior to her current position, Wiant served since 2012 as vice president of government affairs at the California Housing Consortium (CHC), a statewide, nonpartisan advocate for the production and preservation of housing affordable to low- and moderate-income Californians. At CHC, Marina led a policy and advocacy team that secured the passage of a range of legislation, ballot measures, and budget resources that have transformed the affordable housing industry— including the state’s first permanent source of funding for affordable housing since redevelopment and its last statewide housing bond, as well as groundbreaking legislation that has opened new sites to affordable development and accelerated local approvals. Prior to CHC, Wiant was a legislative assistant in the California State Assembly. Wiant lives in Sacramento and holds a bachelor’s degree in political science from UCLA and a law degree from Santa Clara University.
Meghan Rose, General Counsel & Chief Government Affairs Officer, LeadingAge California
As General Counsel and Chief Government Affairs Officer at LeadingAge California, Meghan Rose leads the organization’s legislative advocacy, regulatory affairs, and housing policy initiatives, representing more than 400 nonprofit providers of senior living and care across the state. Meghan advises on complex legal matters and drives statewide efforts to expand affordable housing, strengthen aging services, and advance integrated care models. A recognized voice in California’s aging policy landscape, Meghan has testified before legislative committees and contributed to key initiatives that improve access to quality care for older adults and people with disabilities.
Harrison Linder, Assistant Director of Housing Policy, LeadingAge California
Harrison Linder brings over 3 years of experience serving as LeadingAge California’s housing policy point person. His work has familiarized him with HUD Multifamily management regulations, state affordable housing development laws, and everything in between.

  2A: Supporting Older Adults Through Behavioral Health
This presentation will cover recent behavioral health policy changes, what to expect in 2026, and how funding and policy reforms will impact providers and the older adults they serve.

Michelle Cabrera joined the County Behavioral Health Directors Association of California (CBHDA) as Executive Director in May 2019. Prior to joining CBHDA she served as the Healthcare Director for the California State Council of the Services Employees International Union (SEIU California), where she advocated on behalf of healthcare workers and consumers, including SEIU California’s county behavioral health workforce, on issues related to the implementation of the Affordable Care Act, Health Equity, Health4All, and cost containment, among others.
Christina Mills, Executive Director, California Association of Area Agencies on Aging
Christina Mills is the first woman to lead the California Association of Area Agencies on Aging (C4A). She brings a dynamic vision to her role, emphasizing the importance of bridging the aging and disability communities to foster collective advocacy for equity, choice, and quality of life. Her career spans more than 25 years, during which she has consistently championed inclusion through policy development, coalition building, and innovative program design.
Brenda Grealish, Executive Director, Commission for Behavioral Health
Brenda Grealish joined the Commission as executive director in April 2025. With more than 25 years of service in California state government, Grealish most recently served as Executive Officer for the Council on Criminal Justice and Behavioral Health.
  2B: HR Panel
It is essential for employers to stay up to date on the latest changes in California employment law. In this session, we explore the most recent legal updates, including Private Attorneys General Act (PAGA) reform. In addition, we’ll discuss best practices from HR experts, including addressing workforce challenges and up-to-date policies.

Diane O’Malley is a senior partner in the Labor and Employment Section. Her practice concentrates exclusively on representing employers, mainly in the senior living and public transit industries. Diane has extensive experience in every aspect of the employment relationship and counsels clients on the liabilities that could arise from that relationship. Some of the areas in which she has experience in federal, state and agency forums include wrongful termination, discrimination, background checks, battery, misrepresentation, retaliation, negligent hiring, harassment, privacy, and wage disputes.
Anya Nayda, Senior Director of Recruiting, HumanGood
Anya Nayda is currently the Senior Director of Recruiting at HumanGood, a leading senior living organization based in Los Angeles, California. She holds a SPHR (Senior Professional in Human Resources) certification and has advanced through various roles in the recruitment and human resources field, including Director of Recruiting, Recruiting Manager, Human Resources Advisor, Talent Acquisition Manager, and Lead Talent Recruiter.
Andrew Robinson, Chief Human Resources Officer Human Good
Andrew Robinson is currently HumanGood’s Chief Human Resources Officer. Andrew brings more than 30 years of HR leadership experience – from global restaurant chains to major retailers and fitness brands. He has helped lead large national organizations, supporting growth and transformation initiatives, and championing employee engagement. Before joining HumanGood, Andrew was Chief HR Officer for CKE Restaurants, where he oversaw HR strategy for Hardee’s and Carl’s Jr. worldwide. He also held key leadership roles in national retail and restaurant companies and has experience serving in nonprofit leadership positions.

Liz Fuller is the Chief Consultant for the Assembly Aging & Long-Term Care Committee. She has over 20 years of experience in the California Capitol, including 13 as a Consultant to the Legislative Women’s Caucus, developing policy expertise on issues affecting women and children. In 2019 she shifted her focus to aging policy, becoming Chief Consultant for the Aging & Long-Term Care Committee.
Lisa Engel, Chief Consultant, Assembly Housing Committee
As the Chief Consultant for the California State Assembly Housing & Community Development Committee, Lisa Engel provides expertise and leadership on a broad range of housing policy issues, including housing finance, homelessness, common-interest developments, building standards, redevelopment, and budget matters. Lisa has been with the committee for over 17 years and became chief consultant about a decade ago.
Alison Hughes, Chief Consultant, Senate Housing Committee
Alison Hughes is Chief Consultant to the California State Senate Housing Committee. The committee was formed in December 2018, when the Senate Transportation and Housing Committee split. The committees had been combined since 2005. Before joining the Senate Committee on Transportation and Housing in 2015, Ms. Hughes served as an Executive Fellow and then Legislative Coordinator at the California State Transportation Agency and worked on legislation and policy issues that affected the eight transportation-related departments within that agency. While in law school, Ms. Hughes interned for the California Senate Transportation and Housing Committee, where she researched and analyzed transportation and housing bills. She also worked on federal, state, and local housing and homelessness policy while interning with the National Coalition for the Homeless in Washington, DC and HomeBase in San Francisco. In addition to these internships, she concurrently volunteered directly with low-income individuals through legal aid clinics and served as a student mediator in the Pacific McGeorge Housing Mediation Clinic. Ms. Hughes earned a bachelor’s degree in psychology from the University of Redlands and a juris doctor and a capital certificate in public law and policy with an emphasis in housing policy from Pacific McGeorge School of Law.
Alexandria Smith, Chief Consultant, Assembly Human Services Committee
Alexandria Smith is the Chief Consultant to the California State Assembly’s Human Services Committee, supporting Chair Assemblymember Alex Lee and Vice Chair Assemblymember Leticia Castillo. In this leadership role, she oversees legislation and policy development across a broad portfolio of social service programs, including child welfare, CalWORKs, CalFresh, SSI/SSP, developmental services, adult protective services, in-home supportive services, homelessness, immigration support, and community care licensing.
Mareva Brown, Principal Consultant, Office of Senate President pro Tempore
Mareva Brown is a senior-level policy consultant at the forefront of California’s human services legislative agenda. With a rich background in Senate research and analysis, she brings expertise in social services, aging programs, and long-term care strategy to her role advising Senate President Pro Tem Monique Limon. Mareva previously served as the Chief Consultant for the Senate Committee on Human Services Committee.
Lara Flynn, Chief Consultant, Assembly Health Committee
Lara Flynn is the Chief Consultant for the California Assembly Health Committee as of 2024, working under Chair Mia Bonta and contributing to legislative analyses and health policy consultation for the committee. Her responsibilities include overseeing major health legislative policy reviews, providing expert advice to Assemblymembers on topics such as health insurance, Medi-Cal, public health, pharmaceuticals, health disparities, mental and behavioral health, and more. Flynn is listed on official committee staff rosters and cited in legislative documents as a principal resource for health policy expertise.
Heather Hopkins, Staff Director, Senate Human Services Committee
Heather Hopkins serves as the Staff Director for the California Senate Human Services Committee, where she leads the committee’s policy, analytical, and administrative functions in support of legislative oversight and development across a broad portfolio of California’s social service programs. In this role, she oversees committee operations, guides staff in preparing bill analyses and policy recommendations, and supports the Chair and committee members in advancing legislation related to CalWORKs, CalFresh, child welfare, foster care, disability services, senior services, community care licensing, and statewide social service systems.

  3A: LTSS Financing & Affordability Initiative
This presentation provides an overview of the Long-Term Services and Supports (LTSS) Financing and Affordability Initiative commissioned by the Department of Aging. This initiative includes California-focused population analytics, policy research, and review of meaningful options to address the care and service needs of those in the overlooked middle. Learn where the Department is ahead of the release of the final report, which is due to the Legislature in June 2026.

Sarah Steenhausen serves as Deputy Director of the Division of Policy, Research and Equity at the California Department of Aging. In this role, she collaborates with state departments and stakeholders in developing policy and research impacting older adults, people with disabilities and family caregivers to advance system change and realize the goals of California’s Master Plan for Aging. 
  3B: Immigration Workforce Policy
The presentation will provide practical guidance on how to navigate and address immigration related questions while protecting your organization and your workforce. In addition, the presentation will discuss current immigration policies and the opportunities for employers to engage in advocacy efforts to shift those policies.

Brenda Quintanilla is an associate in our Employment Services Section focusing on Employment Litigation. Brenda provides preventive advice and counsel to employers regarding issues like Employee Handbooks, the WARN Act, and immigration compliance in the workplace. She also defends employers in a wide range of employment litigation, including wrongful termination, harassment, discrimination, retaliation, and wage and hour (Class and PAGA) claims, and engages in Union negotiations and Union arbitrations. In addition to her labor and employment work, Brenda volunteers her time doing pro bono work, mentoring law students, and promoting diversity, equity, and inclusion. She held various positions during law school, including serving as president of the Law Students Association.
Jennifer Martinez, Chief Diversity, Equity, and Inclusion Officer, Partner, Hanson Bridgett LLP
Jennifer M. Martinez provides strategic, programmatic, and operational leadership for initiatives that advance diversity, equity, and inclusion as core values of the firm. She works with firm management, practice group leadership, and firm committees to advance such initiatives and leverage best practices and resources across the firm to promote cultural competency and an environment of equity and inclusion. This includes creating and implementing diversity, equity, and inclusion trainings and programming; developing and executing diversity hiring, retention, and advancement goals and policies; re-examining the firm's internal policies and practices with an eye towards rooting out unconscious bias, inequity, and microaggressions; empowering attorneys to forge new and stronger relationships with public interest organizations for increased pro bono services related to racial justice and equity; and coordinating the firm's internal and external efforts to promote diversity, equity, inclusion, and justice in the legal community and in the local communities where our attorneys and staff work and live. Jennifer has also headed our Real Action Calling for Equality (RACE) Task Force since its creation in June 2020 as part of the firm's commitment to re-evaluate and improve our investment in and commitment to justice and equity. She is also the chair of our Recruiting Committee.

  This presentation will cover the high-priority issues facing long-term care providers and the older adult issues they serve. It will also discuss the Governor’s administration priorities and how those will impact older adults in 2026 and beyond, including the workforce crisis, ongoing budget challenges and federal uncertainties.

Susan DeMarois, Director, California Department of Aging
Susan DeMarois was appointed by Governor Gavin Newsom to serve as Director of the California Department of Aging effective November 1, 2021. As Director, Ms. DeMarois is committed to stakeholder engagement, equity and inclusion, and system transformation to prepare our state for the year 2030 when one in four Californians will be aged 60 or older. Prior to joining CDA, Director DeMarois led public policy and advocacy for the national Alzheimer’s Association in California, serving as the nonprofit organization’s registered lobbyist in Sacramento, where she advocated for legislative, budget, and regulatory changes at the state capitol. The organization led the effort to enact the first dementia early detection initiative in the nation, focused on the Medicaid population: SB 48 (Limón) signed into law by Governor Newsom. Ms. DeMarois served as an appointee to Governor Newsom’s Alzheimer’s Prevention and Preparedness Task Force, chaired by former First Lady Maria Shriver, in addition to the Master Plan for Aging Stakeholder Advisory Committee, a workgroup established by Executive Order. In addition, she represented the Alzheimer’s Association on the CalHHS Agency Secretary’s Alzheimer’s Disease and Related Disorders Advisory Committee. Before working for the Alzheimer’s Association, Ms. DeMarois led government and community relations for the UC Davis Health System, where she gained deep health policy and clinical workforce experience. Early in her career, she worked for LeadingAge California, the professional trade association representing not-for-profit housing, residential care and skilled nursing providers.
Joe Stephenshaw, Director, California Department of Finance
Joe Stephenshaw was appointed as Director of the California Department of Finance by Governor Newsom in July of 2022. In this role, he serves as the Governor’s Chief Fiscal Policy Advisor. Prior to his appointment, Stephenshaw served in Governor Newsom’s Office as a Senior Counselor on Infrastructure and Fiscal Affairs. Stephenshaw was Staff Director for the Senate Budget and Fiscal Review Committee from 2017 to 2022. He held multiple positions in the California Legislature from 2008 to 2017, including serving as a Policy Consultant in the Office of the Senate President pro Tempore, a Special Advisor to the Speaker of the Assembly, and as a Budget Consultant for both the Assembly Budget Committee and the Senate Budget and Fiscal Review Committee. Stephenshaw was a Budget Analyst for the California Department of Finance from 2005 to 2008. Stephenshaw is a graduate of Menlo College with a bachelor’s degree in Business Administration. He also earned a Master of Business Administration degree from California State University, Sacramento.
