Description: This presentation will provide an overview of the local entitlement process for senior living development projects and an in-depth discussion of planning and zoning obstacles that typically arise, as well as creative tools and approaches, such as utilizing streamlining legislation, to overcome them. Common development models for senior living will be considered through case study, with a focus on mixed use developments.

Objectives:

  1. Provide an overview of the entitlement process from due diligence to final approval
  2. Identify common challenges that should be considered in developing an entitlement strategy
    1. Local land use classifications and definitions for senior care facilities that do not track with those of other regulatory and licensing schemes, i.e., affordable housing, continuing care retirement communities, assisted living, skilled nursing, and home and community-based care
    2. Uncertainty in processing timelines, potential neighborhood opposition
    3. CEQA compliance
  3. Consider available tools, including state and local legislation designed to encourage housing development, e.g., streamlined approval processes for affordable housing, in-fill projects and ADUs
  4. Examine models for senior housing development through case study
